moving the jet needle?

i was just wondering what the significants of moving the clip position on the needle? some people say put "this" jet in and move the clip one spot and some people say you never have to touch the clip. how does it relate to the jet size, is it like fine tuning or is moving it the same as changing the jet a half a size, one size, two sizes? thanks for any help

yeah its for fine tuning, the further you move the clip down the further the needle can move when you press the throttle thus giving you more fuel. and opposite if you move it up.
