although i have owned/cared for horses in my last relationship, 8 at one point, (even helped the vet with a couple births, and was gettin pretty good at "breaking them" for riding, yeah i got bucked a few times)
and they always had food/water/shelter, but they did spend most of their time standing out in weather that would kill us, and the barn was a free range style, < door always open, they still chose outside and do grow a winter coat that is fully capable of protecting them in any weather
now i always ride by another dudes place, that i have had breeding deals with before, and notice he has zero shelter for his horses or cows. except a thick patch of trees they all huddle under, and i know what a poorly cared for horse looks like, we used to get them at auction, fatten them up, get them riding good and resale, but this guys horses are always fed and watered, and look just fine, winter after winter, with no shelter
the wild horses, out west and that island off of maryland, run free with no shelter, and survive just fine
but keeping any animal fenced in/tied without proper food or water, or the ability to find it,
is definately neglect
