well i flipped the reeds and it no longer runs so rich that it fouls the plug. the plug is oily and gassy though when i pull it. The bottom end power is almost non existent. Is it that my old reeds are so worn out that they are still letting too much fuel in. it is very boggy. the carb is all adjusted to spec.

When ya flipped them did you clean the surface of the valve and reeds off?
 
i'd replace them reeds, i just had a similar boggy feel, then one broke, get new ones
 
reeds are funny things, they can give strange symtoms, i suggest clean out your carb, make sure it jetted well and replace the reeds.
