hose on carb

on the right side of my carb right in the middle there is a hole in the nipple that comes out you can see the slide moveing up and down when you give it gas is that suppost to be like that? it had a over flow hose on it b4

Im gonna say its just an over flow but seems it should be sealed with some sort of valve otherwise seems like ya carb would suck air pm either awk08 or one of the builders to find out for sure. Is it a stock carb?
