Adjusting Cable Front Brakes?

So I just rebuilt my whole quad, and I adjusted the front brakes as per the manual. They're the old-school drum brakes. They seemed to grab well just testing it out, but when I got on some trails, it seems like I can't get them to really grab. They just don't have the braking power they should have. Naturally, I've messed with all the adjusters, and i have them to a point where the adjustment is as far in as I can go without the pads rubbing if I spin the wheels. Any advice is appreciated guys. (Oh and I know I'm already gonna get some 'screw the drums, switch to the discs and be done with it' comments, and yeah I want to, I just don't have the time or money)

the pads should be lightly riding the drum when adjusted and spinning the wheel.
if you're out of asjustment at the drum, remove the 10mm bolt, pull the lever and rotate it forward a few splines.
best to scratch a line so you know how far you're moving it, and may take a few tries to get it just right, repeat on other side.

have you lightly sanded the brake shoe to remove glazing from pad surface ?
it helps alot.
