weird no rev issue.. thinking it might be tors related?

so screwing around with my girls 01 blaster. it has an intermittent no power problem.. it started when she would go through a puddle it would loose power, and wouldn't rev up, let it sit for a few and it would be fine. whats weird is it acts like its running way rich, but it will stay running like that, not fowl out the plug, and keep running just like it is, I cleaned the carb just because, that's my default answer when something goes wrong, not this time. it almost feels like the ignition isn't advancing, it will idle everywhere, but not rev out. the tors sensors have been removed before i got it, but to be honest I have to check to see if the actual tors unit is still plugged in. would a botched removal of tors cause this? I'm also going to go through all electrical connectors and clean and re-grease them as well. but does anyone have any suggestions?
 
Sounds like your in the right track, if you don't have a service manual handy, search for service manual download, or downloadable
I think their is a pdf floating around here somewhere, i prefer the electronic copy to my printed copy, you can read it from any tablet or smart phone, print out the sections you need and not worry about it if they get greasy or dirty.
Anyhow the manual has a nice electrical troubleshooting guide

I was having a similar problem with my '02. When it would get wet it seemed to run a bit rough, and if it wasnt running when it got wet, then it wouldn't start for ten of 15 minutes, I found out I had a weak ground.

So when your cleaning and putting di-electric on your connections, make sure and clean up your grounds, coil mounting points etc.
A short to ground In a tors or kill switch wire can cause problems as well.

Intermittent electrical problems can be tricky if all else fails fill a spray bottle with a very mild salt water solution to make the water conductive (like most puddle water) and have her blip the throttle while you spray potential problem areas. This is obviously not ideal but has worked for me when all else failed. Just make sure that you rinse everything back off when your done.
 
have you taken off flywheel cover to see if there is a puddle of water in there?
they are supposed to be taken off periodically to check for condensation.
