I would say the guy doesn't need anything but a different main jet.
It sounds to me like he is way lean.
What main jet is in there?
If it has a pipe and he is running mixed fuel, i would think he'd need to be around a 300 main.
A bigger carb will always help a big motor, but it sounds like he could be happy for $5.00.

I have a pro circuit I think staduim series exhaust came with it, when I uped the main jet I couldn't get it to rev past half throttle. Im gonna go ahead and order a new carb and new reeds and intake. I'm gonna change reeds first just to see if that was the problem. everyone has been more then helpful I will post something towards the end of next week with what the problem was hopefully it will be gone. funny how a cheap project turns into lots of money fast
