damn sounds nasty.
Check for air leaks, make sure nothing is clogged in the carb, also take a look at the reeds

^^do you really think that that is what the problem is? because i dont feel like pulling it off for no reason
update: its was sitting for about 5 hrs as of now. i went outside and kicked it a few times and wella it runs like a charm. i go around the yard twice and park it. then i wanted to see if the problem is gone. i kicked it again and it fired up and the same problem happened.

it could be low voltage spark, it idles fine and it doesnt want to rev, so CDI...but the fuel pouring out sounds like a carb issue

Most likely a electronic problem if it happens and goes away and comes back. Weak spark (most likely ignition coil) or Tors or a short. Check your tranny oil for gas. I bet the cylinder is not burning it all and it is leaking into the tranny.
If it is is leaking fuel from the drain tube, the float is sticking, the fuel is filling over the float and spilling out of the needle valve. Take it apart and check the spring and clean everything while you have it apart.
