simple rear brake question

I installed new pads on the rear. I already kno that cable brakes are not the most reliable. But I dont have money for the hydr brakes right now.
My problem is that no matter where I tighteb the screw on the caliper the brakes wont really squeeze on the rotor. I figured it something I need to do inside the caliper. Maybe something concering the white cap inside, maybe some adjusting.
Someone please guide me in the right sirection.

I dont know much about the rear brakes except they are sh*t LOL.......

I have heard that someone makes a shorty brake cable that is supposed to help alot........
 
loosen the screw adjuster the whole way in, then inside turn the white cap a little at a time, hold the cover on tight after each turn and see if they're making contact, re-assemble, then use the screw adjuster to tweak them to your liking
 
Slightly old post but figured I would throw my two cents in. When I got my Blaster the rear brakes were non-existent. It already had one of the short cables on it. I bought new pads and cleaned it out real good and installed the new pads. There is a thread around here somewhere with good pictures on how to adjust. It took some screwing around with before I got it right, but now my brakes lock up whenever I hit the pedal. I haven't adjusted the brakes at all and I put them in two or three months before winter. I have a set of hydros sitting here that I haven't even bothered installing because the stock brakes work well for me. Take the time to screw around with them and you'll get them working.
