Rev Limiter Screw

Hey all, so I have a quick question. I just bought an 03 Blaster. After reading through the manual I noticed that there is a screw on the throttle for a rev limiter. I checked mine and found out that there is no screw at all in the hole where it is supposed to be. I was wondering if there is no screw at all, would that still act like it was all the way unscrewed out? (Allowing full revs)? I just want to make sure that with the screw missing im not limiting revs at all. If anyone knows I would appreciate it! Also, if the missing screw is not limiting anything, is it still really important to buy another one or can I just plug the hole so dirt doesn't get in there?
 
No screw means no limits.
Only when screwed in does it limit throttle position.
 
It stops the throttle cable from lifting the slide in the carb.
don't need it at all...............o_O
IF carburetor slide is fully opening you are getting 100% full throttle.:D
you can check that the carb slide is fully opening if you want to.:)
