Parking brake fix

Hi all, i got a 2003 blaster and my parking brake dosent work, it pulls the lever on the back caliper but dosent lock up the brakes. i dont wanna take them off i want them to work. so i tried to adjust the rear cable on the caliper, i backed off the jam nut but the adjuster was very hard to turn in either direction. so i was wonderin if anybody could help me out with some ideas.

hit the adjuster with some wd40 or pb blaster

do your rear brakes work at the pedal when you are riding?
