Why would you request a 12t front OR a 38t rear?

Its counterintuitive to start with, but going from a 13t on the front to a 12t on the front would be close to going from a 40t rear to a 42t rear if that makes any sense.
 
No, its opposite.

If you reduce the teeth on the front, it gears it up. If you increase the teeth on the rear, you give the chain more leverage against the axle, and it also effectively gears it up.

So, if you want more acceleration, less top end (gearing it up) you lower the tooth count on the front sprocket, or increase the tooth count on the rear.

If you want less acceleration, but more top end, you raise a tooth on the front sprocket, or reduce a tooth on the rear.

Subtracting 1 tooth from the front sprocket is the same as adding 3 to the rear. I know its counterintutive but thats how it is.
