Help A newbie with a carb problem

I just bought my first quad and I need some help. It's a 1998 Blaster 100% stock and it runs like crap. The engine bogs down and loses power at higher rpm and it does not want to idle. Hopefully you experts out there and point me in the right direction. I know NOTHING and I mean NOTHING about this machine so please make your answers as simple as possible so an old idiot like me {61 yrs old} can understand what the heck you are talking about.
 
take the seat off there is a lever you pull underneath by the taillight . there is a screw where u lift up a little flap take a screw driver and adjust the screw. if that doesnt work try rejetting the main jet stock size is 230. make sure it is a 230 jet here is a guide to rejetting.
 
Check and make sure you air filter is clean. The carb itself may need to be taken apart and cleaned good. Replace the spark plug to.
 
one at a time, then check results................

change plug to a new b8es
clean air filter(under the seat, 4 screws to open the airbox)
is the fuel fresh ????
is the oil injection still connected and tank have oil in it (also under the seat)
or are you mixing your fuel with oil, 32:1 ratio with a good 2 stroke oil
pull, disassemble completely and clean the carb

if the above doesnt solve it, check the reeds, pull the carb and intake to access the reeds, they should lie flat with no chips or cracks
a compression and leak down test may be needed

then we'll move on to removing the "tors" system
