when i put crank seals in my blaster a couple months ago i needed to tighted up the clutch, it was slipping some, now it shifts up good, it releases in the perfect spot, but wont shift down, unless you play with it, is the clutch too tight or too loose??

If you wernt having that problem until after you tightened it up then I would think the down shifting problem is from the clutch being too tight. The clutch adjuster mechanism is pretty touchy, you might have to play with it a little until you get it just right !

its also been running a little funny so while ive got it at work with me I went ahead and bypassed the TORS system, cleaned filter and new plug, carb has been rebuilt, I just washed it, and the key doesn't have a boot on it, when I turned it off it shocked me, I pulled my hand back and touched it again and its a steady current, I just washed it and the only wires I touched were for the TORS, nothing else, any ideas??

Washed it, so the current in the wires is going through the water, key and you now lol

Just see if it does it afters its completely dry

it stopped, I drove it around after it dried and it didn't shock me. but the clutch still isn't right, the shift shaft looked ok, the fork looked ok, the plates aren't worn bad, I have no idea what it could be.

How did you check it??
What part are you talking about? The shift forks are inside the cases.

Check that the shift star is tight. Check all the rest of the external shift mechanisium for wear/damage. Make sure the clutch is adjusted per repair manual

And how do you know clutch plates "aren't worn bad" ???
