Clutch always partially engaged.

Hello group.
New guy here. I appreciate the opportunity to be part of the blaster community.
I've recently completed my first complete bottom end disassembly and rebuild, with little help from a couple experienced friends.
I used the same working clutch that was in it before takedown and now it seems partially engaged, along with a noticeable whine when put in gear. When letting the hand lever out, it then completely engages, and has a noticeable whine that increases with rpm. Do I have multiple issues?

How is your clutch cable adjustment?

there's play at the arm in the case.
I did find that I had installed the wave spring incorrectly. Fixed that and it operates like it should except there's still a whine, but not as pronounced.
