Chain should be adjusted with the rider sitting on the bike.
There's no need for that. That's why the slack specs are what they are. How many people do you know that sit on a Blaster and adjust the chain at the same time ?

is that a tire stud bolt???? or where did u get it off the quad?

The amount of slack in the chain is dependent on the weight of the rider. No set number should be used for everyone ! What may be just right for a 180 lbs rider will obviously not be right for someone weighing 250.

my clutch is engageing but wont disengage? i replaced the cable and it still does it do you think i melted the ball to the rod? i warmed it up for a minute and 13 secs do you think thats long enough?
No, 1:13 minutes should not melt the ball, but is a bit of a long time to be holding a clutch. Click it in neutral man!
Sounds like you have an adjustment problem. Get the book out and look up clutch adjustment. There is a cable adjustment and a rod adjustment. Get it right and the clutch will work so nice.
