Buy a new carb or do something to the stock one?!

I’m having issues with my 2001 blaster not idling. If I don’t give it gas at a stand still it stalls out. Also there is some kind of problem I’m noticing when riding that has to do with the carb I believe. I’ve had the carb rebuilt but the idle screw has been taken out and plugged. Someone probably stripped it. It’s been bored with a wiseco piston and fmf pipe. I’ve had the clutch rebuilt. I’m mechanically illiterate but would like to figure this out. I’ve tried researching as much as I could. Your help is appreciated thanks!
 
The idle screw is on top of the TORS box on top of a stock carb (unless a TORS delete kit and idle screw has been added ? )
remove your seat, lift the rubber flap and look under the fuel tank, it's the dime sized slotted screw head, I believe clockwise will raise the RPM's

Tune your airscrew (start at 1.5 turns out and) ...........
you are looking for the airscrew setting that achieves the highest idle.

from the 1.5 turns out, slowly start turning the screw in 1/2 turns at a time, allowing 15-20 seconds between turns for the engine to "catch up" to each new fuel/air setting.
repeat in the other direction from 1.5 turns out to 2.5-3+ turns out
find the turns in or out that the engine idles the highest, double check it, kill the engine and turn the screw in completely counting the turns as you do, write it down and return it to the newly found high idle setting.
if this # of turns is between 1/2 and 2-1/2 turns out, you are golden.

now you can do 1/8th turns each direction until it revs cleanly past 1/2 throttle, this can also be done while riding it to achieve good throttle response or daily to accommodate changing conditions

Thank you for the response. As you can see the tors has been deleted and the air screw has been blocked by some kind of black stuff.

My bad, I overlooked that, see if you can pick that black stuff out, clean the threads, and buy an idle screw for it, it's never going to idle without an idle screw :(

Hey so I got the black stuff out of the idle screw hole but they cut the idle screw hole back does that matter at all? Here is a couple pics. Do you have a recommendation on where to get an idle screw for this? Thanks!

The idle screw boss cut/filed back is actually required to install the idle screws available for the blaster carb, to get it flat and have the screw go in far enough to lift the slide.

if the hole is open to the slide ? it looks like you're good to go to get an idle screw ordered

The idle screw boss cut/filed back is actually required to install the idle screws available for the blaster carb, to get it flat and have the screw go in far enough to lift the slide.

if the hole is open to the slide ? it looks like you're good to go to get an idle screw ordered

Ok I ordered it. I friend mentioned a helicoil is that something I need?
 
All I can think of is maybe you ordered the wrong thing? Go to partzilla or wherever you buy your parts and use this part number 10W-14104-00-00. It's the OEM air fuel screw and I'm 99% sure it still works with your cut down threads.
