all right my friends blaster stalled last week and now whenever you start it bogs out at mid throttle. Took apart the carb found now problems. checked the spark, found oil in the spark plug seat. Is this a sign that the rings need replaced? Were currently removing the head as i type this so any ideas would be greatly appreciated.

I'd do a compression test before ripping the engine apart. If you have at least 120psi, it will run. People are gonna argue that number all day long. While its true that a healthy Blaster engine should have closer to 150psi compression when cold, compression numbers in the lower 100's just indicate wear, not necessarily disaster.

All I can say is that if the Blaster was running A-OK one day, but started acting up the next, the problem is probably NOT inside the engine. It could be, if the bike was damaged by lack of lube or overheating, but those oily deposits are a sign that oil is at least getting into the engine. Did you try a new spark plug? They foul easily. Sometimes a piece of carbon or coked-up oil gets between the electrodes and shorts the plug out. Even the high-energy CD ignition of a Blaster can't fire a shorted spark plug. This would cause hesitation and poor running. I'd try a new spark plug and check the fuel filter (inside the tank, on the bottom of the fuel petcock), before going too much farther.
