Its actually pretty easy and cheap to trick the ECU into not even needing post cat sensors on an OBD2 car.

Most cars only require the use of a couple of resistors to do it.

Your issue is most likely your post cat O2 sensors though. I too am very familiar with OBD2 systems, their codes, etc.
 
If you dont wanna replace anything you cxan be really cheap and do what i did. now im not sure it will work on your car but it worked on mine (99'). I had a check engine light that wouldnt let me pass inspection so I basically did what shady used car dealerships do. I took the code reader and erased the code so the check engine light wouldnt come up. Then i drove it for i think i was 3 or 4 days then went to get it tested. By then there was enough code for it to pass but not enough to fail it, if you go right after you clear it you will just fail because there is little to no code to read, but if you dont go soon enough the light will come back on so you gotta time it right. yea so thats how i got another year :B
