7200'. rich low end

I just finished putting a fresh top end on a 99' blatser that was given to me for my kids. After 3rd kick it fired right up. First time I've had it running since it was given to me. Rough low end and wet plug. I can get it to clean up into the power band if I open the throttle up and it stays running good on the top end. I'm at 7200' elevation. anyone out there have any suggestions on carb tuning before I tear into it? Any help will be appreciated.
 
7200 is up there bro, where the hell you at ...top of mt st. helens ????? hahahaaaa
possibly need to drop to a 30 pilot,
stock is 32.5
play with the airscrew starting at 1 1/2 turns out, then a 1/4 turn at a time in and out till it idles the highest, give it 20 seconds or so to catch up to each 1/4 turn
when you acheive the highest idle, see where your at by counting the turns as you turn it in to bottom out, then return to your count out
under 1 turn needs a leaner pilot, over 2 turns needs a richer pilot

O.K, I pulled the carb and the main (in the float bowl) says 280 on it. I'm not sure what your calling the pilot or air screw. I could use a schematic of the carb. What are your thoughts on the needle setting? the "c"clip is on its highest groove. And the 280 main?
 
c clip on the middle groove, and the pilot is down in the hole right next to the main jet you removed, it'll have a number on it also

stock main is 230, lemme guess you have an fmf pipe on there ??? cause thats a common jet for that pipe ????

and the airscrew is right behind and back from the fuel line, its a very small brass screw on the outside of the carb, a good starting point is 1 1/2 turns out from tightened the whole way in,
then do the "idles highest" adjustments as described above
 
Do you have any other modifications or bolt on parts? Did the person that gave it live at lower elevation? Pilot jet is in small hole next to main jet down in small hole, need small straight slot to remove it. Air screw is on left outside of carb near where air cleaner tube is. Is air cleaner clean? Is there a lid on air box?
