TORS removed - do I need to add Idle screw?

Hi guys
I was just reading about the TORS system on the Blaster, mine has been removed, not by me, but before I bought it. Do I need to add the idle screw (kit), by drilling the blank hole on the choke side of the carb, or is it ok left as is?

If the tors cap has been replaced with the eliminator cap then you would need the idle screw to get it to idle

Ok, great, I think mine is currently done with the cable, Is there anywhere in the UK that sells these, the Ebay ones are all USA. Many thanks
