When you do the TORS delete w/idle screw you will replace the entire cap at the top of the carb so there will be no idle air screw (which is the big knob on the top of the TORS)
There is no idle adjustment screw on the side of the carb. It's on the tors unit. When you drill and tap the carb to install an idle adjustment screw the screw will stop the carb slide from going all the way down. Turn the screw in to raise the idle (the slide stays up allowing air to mix with the fuel) and turn the screw out to lower the idle (the slide closes and less air to mix with the fuel).
