throttle stuck

blaster sat unused for 3 years throttle wont move , worked carb end plunger inside carb very hard 2 move up and down is their a seal or something that could be binding up
 
Chances are you have a rusted throttle cable/tors box. Cable luber's aren't expensive or difficult to use... local dealerships usually have one in a blister pack for about $10. You use a standard spray can "red tube" in the lube hole and the pressure from the can squeezes the lube down the cable sheath.

If you're having problems brining it back to life, you may want to download the service manual located at the top of the "general support" section of this forum and go through the carburetion section. It shows you how to disassemble the entire carburetor and throttle cable assembly.
 
X2 on that . upen up the thumb throttle housing and see if its rusty , spray it with some good penetrating oil and spray some down the throttle cable and let gravity carry it down the tubing to coat it , let it sit a few hours then work it and see how it feels . cables can rust and snap , a new throttle cable is less than 15 bucks , cheap insurance to be sure ....
