Taking off bolts?

The nuts that hold on the cylinder, the four 12mm's. How would I go about taking those off? They are stripped round, I have tried to dremel in some and hit it with a punch, no luck, I don't know how to get these off and I need them off for my rebuild.

PB blaster and vice grips.

Well the OP said they are "Stripped round" how else is he going to get them off. Also if he have been cutting on them with a dremel and hitting them with a punch he probably have a mess by now. Try the vice grips and PB blaster.
