Idaho, has street legal quads. It is by town and county, up here in the northern panhandle we have four counties that allow street legal quad use, including my own. In my county, you can ride them on street with special plate, lights, mirrors and horn, no freeway use, city and county roads only, like a vehicle you must have minimum liability insurance, there are also sound requirements. All plated for street use must pass county inspection at local DMV. It is not transferable even from county to county as not all have passed laws to allow it and in the bigger cities it would not make sense for them too. I know for a fact that it is not state transferable.

the thing is there are some already here in PR

If they are legal in your state they are legal. One quick call to the police department will settle your states laws. I sure wish i could ride mine in NC. I rode 4 wheelers in PA and in NC and never have i had the chance to legally ride one on the street except for crossing a street, but damn i sure would like to.
