I have a Squeaky sound when i turn the bars. i have had many atvs and ya they all have some sort of noise but these are really noisy! is there some sort of bearings or seals in there that are replacable?

Well there is what Yamaha calls a bearing but it just two pieces of phonolic material and uses two gasket top and bottom to seal, If your stem is bent it will squeak, oh and there are two bushings and two orings , down where the flag sits in the frame, could just need some grease (where the grease fitting is), usually the oring will, deteriorate and it will wobble too!
No, if the plastic blocks wear the steering stem gets loose and will wobble.
You can try spraying them with some kind of oil but the best ("Best" get it?) solution is to pull them apart and grease them. They are moderately cheap to buy new, but you can file the part line of the blocks to get them tighter if you want. There is an "O"ring type rubber seal in there and you could put a grease fitting on the plastic block if you wanted. Use any grease you want but if you go in water (and I do, boys, do I ever) I recommend Belray waterproof grease.

mine was doing that because my stem is worn, so i didnt have a new set of "bushes" (at the top) and besides a new set wouldnt help since my stem was worn, so new ones will still have play, so I taped a piece of water paper onto a sheet of glass and flatted them untill the diameter of the stem location was 1mm smaller, then bolted it up with grease, perfect ever since

you guys talking about sanding the "gap" in the plastic halves....
what are you doing about the brass looking sleeves the bolts go thru ?
are they gonna allow them to tighten anymore with or without the plastic sanded ????
the brass bush i have never changed, although I need to. I developed some up and down play at that bush, I put a washer under the nut to take up the play.
