Ever since I was a kid, I would always ride my four wheeler when the roads snowed over and I never had an issue with the police (even though I would pass them from time to time) and I always wondered why. So here is my best guess as to why.
In the Utah law code 41-22-10.3. "Operation of vehicles on highways -- Limits." it says:
"A person may not operate an off-highway vehicle upon any street or highway, not designated as open to off-highway vehicle use, except: [...] (3) when an emergency exists, during any period of time and at those locations when the operation of conventional motor vehicles is impractical or when the operation is directed by a peace officer or other public authority"
Pretty sure that little "or" in there makes it so that it does not have to be an emergency...
