rear brake does the rotor float?

i just got some new brake pads.. EBC the inside pad i rubbing on the rotor all the time and it make my rotor really hot.. when i put snow on it. it sizzles..is the rotor or caliper suppose to float like a car??
 
If you have the cable brake the disc floats. If you have the hydro the pads are supposed to float. Looks like you have cable? That white plastic wheel in the brake you have to adjust. take it our and loosen it with a standard there is a screw in the hole.. Then keep tightening it a few clicks till you can make the disc float about 1/16 inch with your hand.
 
my rotor hub is rusted on to the shaft..i tried spraying it with PB blaster but still hasn't worked... ill let it sit over night and try again tomorrow. maybe a little heat tomorrow... anyone have any other ideas?
 
to see if it was hot... and my finger tips where frozen and i wouldn't tell if it was burning me..lol its 11degs right now.. i was going to go for a ride but im not going out there.
 
The splines are supposed to be greased, but the seals rip eventually. I want to get my blaster out but -1 today and - tomorrow.
