If you have a friend or relative that can spray itll be real cheap...
It only cost me around $40 in materials...
My bro in-law paints so it got painted for free and we both did the prep...
So at 10% of your PC price thats what I would do. I have to do everything on a budget...LOL

You decide whats cheaper,I just painted a set of tins for a buddys victory motorcycle and spent over $200 just in primer,paint,reducer,and catalyst.Thats not including sanpaper,tape,prep time etc. I would just powder coat it if you want it to last for awhile.You can also save yourself some money and sandblast it yourself or send it out to be sandblasted.Hell you can sand it by hand if you want.The less prep work for the pc'r the less it is for you.
PC will last 100x longer than paint. Paint gets worn off too easy for something that takes the kind of abuse these things take. Every rock or branch will scrape the paint. As for PC just hope you never have a reason that you need to take it off.
eh i hope you are easy on the pc or they pile it on the sides of the frame cause pc will still rub off. unless the guy clears it
400 is kind of steep in my opinion. There is no one around you that is local to do it for cheaper? or even if you have to drive an hr.
I'd love a pretty pc'd frame.
But there are better things to spend my money on, and I don't mind repainting it once in a while to save money. thats just me though..
