Judging by that picture alone I don't think that will be causing any air leaks however that should be sealed off to prevent any water, dirt or debree from getting into your stator/flywheel ! I would recommend pulling your stator cover and patching that hole with some epoxy weld. Patch the hole so that its even with the rest of the case, and make sure it flush where the stator cover meets.
 
The air leak can be found by pressurising the crankcase through the inlet boot at no more than 6 psi.
Soapy water sprayed from an atomiser will show the leaks with bubbles, the transmission tube should be immersed in water to see if the crankshaft seal is leaking.
