mikuni 28mm flat side idle screw not working?

trying to get my 04 blaster jetted since switching to vf3's, fmf fatty, uni filter, and putting the lid back on but it seems like my idle screw will not let me turn down the idle except with choke? my brain says that means my pilot is lean but i just went down from a 35 to 32.5 because it seemed very rich. when i would start it i'd have to thumb the throttle just right or it would bog and shut off. i've tried adjusting the air screw to see if i could find a place that would let the idle screw work but that didnt happen.

ideas ? suggestions? maybe thinking it was rich and going down a size was just me being stupid? nothing about 2 stroke feels right for me anymore since spending so much time on a 4 stroke bike.
 
1st thing would be make sure your not trying to tune with an airleak so doing a leakdown test is something I always try and do if I can. As for the pilot I would guess putting the 35 back in and turning the idle back up to get it to idle. Your going to have to adjust your airscrew as well. Are the revs hanging? This is a sure sign of a lean condition down low. Did you rejet your main jet as well?
 
no air leaks and revs dont hang. its idleing faster than i think it should and i cant get it to idle slower.. it will sit and idle just faster than i want.
