Also WD40 sucks compared to something like Liquid Wrench, PB Blaster, Kroil, etc. Get a REAL penetrating oil and spray it on there and let it soak for 10 minutes or so.
Also, theres other tricks, such as a rubber mallet and an endwrench (put the endwrench on the bolt, and hit it with a rubber mallet), or just use a plain ol impact gun if you have access to one. Another trick is to hit the head of the bolt square dead on with a hammer after putting the penetrating oil on it. And of course you can always try heating it up with a torch as well.
Theres a bunch of different tricks that will help you with rusted on, stuck, siezed bolts and nuts.
To be honest though, by far, good penetrating oil will take you a LONG way. Go buy some Liquid Wrench or some PB Blaster from the local parts store. Its kinda spendy, but a can goes a long way, and it REALLY kicks the crap out of WD40 for that sort of thing.
