Foam in my oil tank?

I just got my first blaster after riding Suzuki for the most part in the past. I bought a blaster that needs a little love for $200 and when I started tearing it down I notice there is foam in the oil tank. Is this normal? This is my first 2 stroke quad. Thanks.

yes there is a piece of foam in the top of the tank from the factory...... catch dirt ? prevent sloshing of oil to the cap ?
either way it's supposed to be there

Keep a watchful eye on the foam, it may eventually break down from being in oil..
