your clutch plates could be sticking together if that's the case, let the quad fully warm up while its warming up pull the clutch in and out a few times then try it.... , has it been sitting? is the cable adjusted right?

when i push the actuator in to adjust the plate screw and i turn the screw till i feel the actuator pull back a bit when i tighten everything down the lever feels like it has no tension at all and i dont see the pressure plate engage and disengage when i pull the lever in and out .

i beleave his lower end has sat for somtime tho,but the clutch came off a extra bike i had and it ran great one my bike.... question , the cusion spring in the clutch set up is it soppose to be straight and flat cause his isnt its very wavy causing the clutch plates to be spaced apart

Yes the one that goes in the clutch pack, and i just just put the ball bearing in rite before i put the clutch together,if it fell out a second time that damn ball is elusive cause i looked on the ground just to make sure and didnt see nothing. But the wavy cusion spring i never seen any like that one before if seen flat cusion springs but not this wavy one

There is a pointer on the actuator arm that must be held alinged with the notch on the case, its right under the Carb bowl, while adjusting the internal rod adjustment.
Not sure what you mean by "held the actuator forward while adjusting it " ?
but that sounds like your problem?

Look in the DIY section, or search for
jlsparky7's "clutch adjustment" video,
Or the "KOR engine assembly" vids.
Both show the proper rod adjustment procedure.
Once adjusted properly, the pressure plate should move out like an 1/8 to 1/4 " when the clutch is pulled

The cable adjustment at the lever is only for adjusting cable stretch, not adjusting clutch action.
over adjusting it could cause clutch slippage, an overly stretched, out of lever adjustment could cause clutch stickage :)
