is been there for me, just let the page load up for a few minutes, it will be here, mie takes a minute or two to appear when i load the page up.
did it work man,i hope it helped, if not, just try refreshing the page, if not, tell a mod and he will help you through it.

Hmph. Well that's an account problem then. Contact an Administrator or Moderator about it, they may have accidently disabled chatbox privileges.
