if I were to get a 28mm carb would there be a nodicable difference in power??...

It will improve the performance, but if you're buying new, a 30mm is less expensive.

oh I was planning on getting my carb bored 2mm.... for 100$$

You can do that but you still have the 26mm body. If it is within your budget, spend the extra $60 and get a 30mm. It will preform better and you'll have some growing room if you mod the bike later down the road.
