A friend of mine just gave me a '96 blaster that he couldn't get running. I pulled the carb apart and cleaned it, changed the spark plug and fluids and put new throttle cable on it. Fires right up now but when I push the throttle a few times it starts revving at really high rpms and after 15 or 20 seconds idles back down and will do it again when I press the throttle. Any help would be really appreciated.

Sounds like an air leak, or possibly your carburetor slide is sticking. I had the same issue with an old Trail Boss recently. I cleaned the carburetor multiple times but it would constantly get gunked up right around the slide, which prevented it from falling back down when the throttle was released.
Check that the carburetor is clean. If it is, then you probably have an air leak. Leak tester is needed to check for leaks

Thanks for the quick responses and I hate to ask a stupid question but I don't have much experience working on forwheelers. Could you explain to me how to check if the slide is sticking and how to do the leak down test
to check the slide out you need to pull the carb out of the quad with the cable still attached. then press and let go the throttle a few times and see if the slide hangs open.

Alright, I checked the slide and it's not sticking. Pulled the intake manifold from the reed cage and there wasn't a gasket between them. Is there supposed to be a gasket here and could this be the problem?
There is supposed to be a gasket between the reed cage and the jug, there is a rubber seal between the boot and the cage.
They are both reknowned to leak and can be sealed with heat resistant copper RTV.
A poorly adjusted idle setting can also cause the throttle to hang.

Classic air leak symptom.
Incidentally, I find graphite or Teflon spray good stuff on slides and cables.
