Your stating you "may" need new gaskets, and asking if the head gasket and base gasket need to be torqued? Absolutely. I think it is 25 ft/lb for the head gasket but don't go by what I say....

If you have a QUALITY torque wrench you could check each bolt to see whether it is properly tightened....find the specs for each respective gasket. If you do replace the gaskets, it'd probably be best to use some loctite and tighten down as much as you can by hand, then tighten each just a little bit in a criss-cross pattern until you hit the mark (whatever the ft/lb would be).
