What is the switch on top of the carb for?

if its the knob that has a slotted head ontop of the tors, thats the idle adjustment

It has an electrical connector, when you look at it on the parts schematic it is just listed as switch. What is the TORS?

its the tors part of the carb. the tors stands for throttle over ride system, its soposed to keep the throttle from messing up and sticking, it was yamahas answer to lawsuits... its very unreliable, it will malfunction and cause your bike to run funny, not start and such...

so it sounds like I should just unplug it? Is there a way to block it off?
