Yes, it can. Get rid of the parking brake, and just swap out the whole clutch perch for an aftermarket setup. ASV makes a really nice aftermarket clutch lever/perch assembly, or you could opt for a Magura hydraulic clutch kit. The hydraulic clutch kit is great whether you race hard or simply want to do away with a maintenance-intensive clutch cable.
To get rid of the parking brake on an '03 or newer Blaster, just remove the whole mechanism and install a block-off plate on the rear brake caliper. On '02 and older Blasters, you just have to buy and install an aftermarket 'shorty' rear brake cable...
