Does shaving the head down make any signifigant difference, or is it just when you put in a bigger crank like a+3 or +4 ? Does it help with stock crank?

Yes it will help even a stock stroke bike. It will raise your compression which will give you more bottom end punch. It is a good low cost mod Just don't expect a big difference. You will only get that from porting.
That will wake up that blaster you'll love it just remember you might have to rejet after those mods.
Don't go to much though as you raise your compression you also raise your octane requirements, unless you prepared and capable of running 110 octane, then by all means go for it!!
I agree with regal81455 the higher the compression the higher the octane you will need. there is a chart around that tells you how much you take off the head and what your compression will be. also you need to find out how high a octane you can buy locally. I can get 100 octane but it's $ 6.24 a gallon. something to think about.
