REVS very high

I have recently purchased a 2000 blaster but when it starts it revs very high and i have to shut it off rightaway.
the guy i bought it from says it is 60 over and it has a aftermarket pipe on it

sounds like a sticking throttle and then after that startup its fine right

did that guy re jet the carb after the mods....sounds like its lean to me...i would pull the plug and look at it
