reed spacer placements

I bought thne vitos reed spacer kit, I think its a half inch, and I wa wonfring what side of the reed block it should go on. Should the block go into the spacer or should I install it after the reed block is in the head? What the difference in placement going to do for me? Thanks
 
the theory behind a reed spacer increasing power is that it increases the strait line distance of the intake and supposedly increases velocity. the problem is, if you put it after the reeds it increases crank case volume, which is not usually good for throttle response.

they were originally made to space the carb out farther so the bowl clears the clutch lever... thats all.
