Rear Brake Caliper Question

Okay my father and I are working on the rear brakes for a stock '91 blaster.

We opened the caliper once before and my father took out four 2-2.5mm pins and the brakes worked for a while.

We are revisiting this problem. We got a shorty cable and brake pads. And we are curious of one thing.

What are those four pins and are they important/vital to the brakes?
Should we put them back in? And if so where do they go???

To further explain, it seems like they resemble needle bearings. I can't completely dissasemble the interior parts but also can not see a race anywhere.

Any help would be appreciated! He REALLY wants to ride......
