TORS stands for Throttle Over Ride System. There's a sensor on the thumb throttle and on the carb and if it senses your throttle position. If they don't sense they're the same, like when your throttle sticks, it will shut the engine off. It is known to malfunction quite a bit though, and it makes it so you can't start your Blaster or it will run weird.
