i was told that a good pipe cutter could cut the threads off a plug for plug chop what else can i use to cut them off?

a hacksaw. Don't cut it vertically from the top down. People do that all the time, but it's more of a pain in the ass to do that than to just cut the entire threads off by going all the way around, plus you can get a better plug reading.
hey and a nother question im just messing around with my blaster and i took u no the end outta the exhaust thats nt gonna effect the plug chop will it? when i do it?
Is it the stock exhaust? You mean the baffle? It could affect the jetting....I doubt it, but it could. In that case, you would run leaner.

You should be fine starting with a 250. If you want to play it safe, you can start with a 260. You are only running a filter and with the baffle out right?
After a plug chop can I reuse the plug ?
