Im new too all this sorry, but is that one of the black boxs screwed on to the frame under the handlebars and light?

No,You have to remove the left side cover or stator cover and remove the flywheel and it sits right there, you need a flywheel puller that are cheap to remove the flywheel to get to it. Not a major thing to replace but it might be the problem.

I made sure all the wires were tight, Could it be one of the two black box under the headlight on the frame? Could it be as simple as a broken wire under the heat shrinking wrap around the wires?

If that motor for sure ran in the other quad and you still have access to the other parts swap them if not dig into those wires real well to insure its not a bad wire. If its not wireing it most likely will be stator or cdi. You need a manual to ohm check the stator but its easier to swap it if you have one.

Okay well I bought the TORs eliminator kit. That'll be put on soon. Im gonna go to this guy i know, he gives me many parts for cheap & buy a new cdi. If it doesnt work, then im going stator.

Yea,,CDI is an easy swap to check it and it might fix it. Stator would be my next step as well, they are simple to swap to but not as easy as the cdi.

So the top one is CDI and I have a spare one im putting on today. Do I have to take off the bottom box when i put a out my TORs eliminator kit on.

Yes top (unless someone switched them) is the CDI and the bottom is the Tors control unit.
If you are removing all the tors stuff, throttle switch plug, carb switch plug, Tors box on top of carb, then yes no sense in keeping something you don't need! Ans since you have the older style 87-02 we are the lucky one we just leave all that crap unplugged ans were good to go! I tapped the ends of the connectors up just to keep moisture out of the wire harness untill i removed them from my harness.
