non blaster carb on a blaster

I have a 2002 blaster and the person who had it before me must have been retarded because he JB welded the cap on the top of the carb shut because it kept comming loose. well the tors box rattled loose one day when i was riding and it is now sucking air through the hole that it made bigger by itself. well i was going to buy a tors eliminator kit but since i cant get the cap off it wouldnt make sense, so if i just buy a used 28mm carb, will i be able to keep my jetting and everything(yes i know that i need a new cable also) or will the jetting be different because it is a different carb?

you can use any carb, with ur mods i wouldnt go over 30mm, but u are going to have to rejet

yeah i know i will have to rejet but say i have a 240 jet in the stock carb, with the new carb will it still be 240 or will it be smaller or bigger depending on the carb i get
