NEW CARB PWM28mm WON'T IDLE RIGHT!!!

i just put on a new carb and the throttle screw dosn't do anything and the air screw was out 1 1/2 turns it revs up like it might be geting to much gas but i am not sure

can anyone help me figure it out please????????
