needle seat sliding up into carb.

Have had my blaster about a year now.Have never been able to get it to run just right. it's always had a flat spot or stumble somewhere.It had an aftermarket carb kit in so i got a stock carb kit and jets 230-290 for it.got it running great now but may have found the problem, the needle seat that the main jet goes in slides up into the carb throat. What is supose to hold it in place ? can i locktite it in place?
 
you must have the brass washer under the main jet, or you'll be chasing your tail on jetting
 
Ihave been, it's never run right even with a new stock needle and pilot jet.It runs great with a 260 main an the needle in the third position. the piece the needle goes in was stuck up about 3/16th's of an inch into the carb throat,but it should be flush. Does the washer go on top of the plastic piece or under it? thanks,great site.
 
the brass washer goes on under the main jet, the plastic splash gaurd just snaps over the main, and can be pulled off without removing the main jet
